Based On UM Filing and Coach Rodriguez’ Filing [“RR Filing”] with NCAA on May 25, 2010, this excerpted Timeline gives the reader a boiled-down outline of events in chronological order. The absence of any such Timeline in either of the Filings is at least some indication that neither Filing was much interested in having anyone gain the necessary broad understanding of what really happened.

The purpose of the meeting is to talk about compliance monitoring systems involving football that are under Brad’s purview. There have been some glitches with systems that Brad thought would work better under Rich but haven’t as well as times where Brad has felt hounded by CSO staff and CSO staff have felt him to be nonresponsive. I think we need to touch base to make sure we can close out 2007-8 and have a workable plan and strong relationship moving into ’08-09…… Something that may be of interest to you. The CSO is working on expanding the monitoring of sport specific non-coaching staff…. Since there is increasing NCAA scrutiny and controversy, we are implementing the use of an agreement….for these sport specific administrative positions, to ensure there is clear communication on the part of staffer and head coach.

If my calculations are correct it’s 7 3/4 hours a week, and we are allowed 8, I believe. We do lockout times however longer for the fields because, since it’s voluntary, not everyone comes at the same start. So that’s why we lockout times longer than are actually needed. I counted the actual list/speed and agility session times and excluded the warm up and cool down, let me know if you need anything else.

…. “The 2008-9 football season began on August 4, 2008, and the last game was played on November 22, 2008. Out of season practice began on January 11, 2009, and ended April 14, 2009. At the time of our review in May 2009, no CARA forms had been submitted by the football program. The out of season forms were submitted after the audit was completed and were therefore not reviewed by the auditors. The regular-season forms have still not been submitted . All other varsity sports submitted their CARA forms on a timely basis.

1. The amount of time S-As spend in practice/competition activities is a national “hot topic.” [Note: this added portion distinguishes this “mystery” memo from the one summarized above.]
2. S-A’s in the sports of football and basketball have organized nationally with practice/competition time commitments being one of the key issues. [this is added, as compared to above mystery memo.]
3. Having S-A’s provide written verification of the time they spend in countable athletically related  activities protects the head coach and institution from unfounded allegations.
2. Considered by the NCAA to be a “best practice.”
II. Action Plan for Submission of 2009-10 Football CARA forms
A. Brad Labadie has revised the process for completing the CARA forms [Note: added, as compared to above mystery memo.]
B. Dennis Murray, football strength and conditioning coach, will coordinate the gathering of SA sign-offs through the Schembechler weight room [Note: added, as compared to above mystery memo.]
C. SA’s who do not complete their CARA forms in a timely manner (approximately 3 days) will be required to engage in some special conditioning activity.
D. Brad collect completed CARA forms for submission to the CSO.
E. In the event of future issues in collecting the forms, the CSO will inform Coach Rodriguez and AD Martin in a timely manner.
